Should special measures be put in place for the release of prisoners convicted of terror related crimes?

"Should a person who had been found guilty of terror related crimes have special measures imposed on them before they are allowed to leave prison. Or, should they be judged by the same set of rules as someone who had committed an offence that wasn't terror related.".
