Should the Navy have a minimum amount of weeks that they spend at sea?

We provided additional information for the question which was:

"Some of our Navy warships (Type 23 frigates) are spending on average just 12 weeks a year at sea (as reported by www.dailymail.co.uk) and the remainder of the time resting in port or being repaired. Is this acceptable or do you think they should be at sea more than this.".
