"A new scheme is being trialled created by Cleveland Police and the Crime Commissioner, where criminals who are addicts, will receive heroin by the NHS in an attempt to wean them from their addiction and hopefully offences. Almost a third of the cost is being funded by them, a whopping £440,000. Is this acceptable or, do you think the money could be used to fund other crisis, ie investing in front-line police.".
