Should care homes be free to the elderly?

We provided additional information for the question which was:

"If an elderly person can no longer take care of themselves and need to go into a care home, should this be funded by them or the Government. Afterall, the general public have paid National Insurance money throughout their life. Or, should we all be responsible for paying for our care when we are older.".
