Immigrants that were born in an EU country can exchange their country licence for a British one and don't need to take a driving test. Is this right and fair?

We provided additional information for the question which was:

"The quesiton is focused on driving in the UK for an extended period of time without taking a UK driving test. UK nationals have to take a test. Non-EU residents must take a driving test after 1 year driving in this country. Is this rule for people from the EU a good one.".

The available answers for this questions were:

1. No - they should take a UK driving test same as people from non-EU countries.

2. Yes - they have passed their driving test in their EU origin country and that should ok for UK driving - no need to take a UK driving test.
