"Currently for lower offences the chance of being offered a 'speed awareness course' can be purely down to where you live. Do you think this is fair? This question is based on a report entitled "Speeding offence detection and disposal in England and Wales, 2017-18" which was published by RAC Foundation (www.racfoundation.org).".

1. No - the rules should be set and equal across the entire country
2. Yes - local police forces have the right to make this decision.
3. Not sure - police resources and limited funding can mean decisions like this have to be made. But it sounds unfair even if it is necessary.
