Considering the potential danger from smoking while pregnant and the rights of the unborn child, should it be illegal for pregnant women to smoke?

"NHS advice (nhs.co.uk) taken from their website says "Stop smoking in pregnancy" and "Every cigarette you smoke contains over 4,000 chemicals, so smoking when you are pregnant harms your unborn baby. Cigarettes can restrict the essential oxygen supply to your baby. As a result, their heart has to beat harder every time you smoke."".
