"Should stamp duty be swapped so that it is the seller that pays it and not the buyer?"

"On selling a house in today's market, often sellers who are finding it difficult to sell their house offer to pay stamp duty to entice people to buy and some house builders also offer to cover the cost as a way of enticing buyers. Should it therefore be changed so that the seller has the obligation to pay stamp duty. Or is it fine the way it is regardless of first time buyers.".
