"With the ever increasing traffic on our roads, would it not be a good idea to have a dedicated area/areas where new learner drivers could start to learn to drive (off the highways) until they pass a proficiency test. They would then be allowed to drive on the roads/highway and get their 'L' plates to learn, which would then lead to an official driving test? ".
