Do you think that Smart Motorways are a good idea?

We provided additional information for the question which was:

"A Smart Motorway uses active traffic management techniques to increase capacity. There are now over 400 miles that have been converted to Smart Motorways and on many of them there is no hard shoulder for periods of the day. This can cause additional distress to anyone breaking down or that require to stop in emergencies. Also, extra police patrols have now been needed to assist motorists that have to stop. Therefore, are Smart Motorways a good idea, or do you think that it is more important that we have a hard shoulder in case of emergencies.".
