Should we be swapping our cars for E-scooters when commuting in towns and cities?

"E-scooters have the potential to offer an alternative to cars particularly for urban journeys. They also have a big advantage because of their low-carbon footprint. Do you think that people commuting within towns and cities should be incentivised to make the swap. Or, do you think that E-scooters will never be a substitute when commuting within towns and cites.".
