Is it unfair for beauty salons to stay closed while barbers can trim beards?

"Under current government rules beauty salons are unable to open to perform treatments like makeup artistry, facials, eyelash and brow treatments. However, barbers are still allowed to trim beards. Is this banning of beauty salons unfair or do you think that the government is trying its best to balance what services should and should not be open.".
