Do you think the "World Health Organisation (WHO)" reacted too slow to alert the world to coronavirus?

"President Trump is very unhappy with WHO's initial response to the coronavirus crisis. Particularly, around the lack of travel ban from China and his belief that WHO are 'very China centric'. Do you think that WHO reacted too slowly to this crisis, or was this such a unique situation that it is unfair to lay any blame with them.".
