Should it be a legal requirement for all adults to have an insurance policy to cover the costs of their funeral?

"The costs of funerals are very high and without the correct provisions it can leave loved ones with a financial burden. Is this right? Should we all not have a responsibility to make provisions for our own funeral costs. Currently, either the council cover this cost or family member face a large financial burden.".
