Is it acceptable to recline a seat on an airplane when the flight is less than 4 hours?

"In many airplane's there is limited seat room and therefore if a person reclines their seat it can be very uncomfortable for the person behind them. While it is understandable for lengthy flights where you have a reasonable chance to getting some rest. However, for shorter flights, do you think that reclining your seat should be banned so all passengers have an equal experience. Alternatively, do you think that it is up to the individual to decide and we all have the right to recline our seats if we wish. ".
