Should there be tougher laws on owning a drone?

We provided additional information for the question which was:

"This question focuses on drone's that are unmanned small aircraft which a person can control remotely. There is an increasing number of incidents where drones either come into contact or get very close to flying aircraft with people on aboard. Therefore, should a law be put in place where all users must obtain a licence and at a minimum pass an online theory test and agree to operating the drone safely . Or, is this unnecessary and people already understand what they need to do to operate drones safety. ".
