Should people be fined for calling 999 for non critical emergencies?

"The 999 emergency service receives a number of low grade telephone calls on a yearly basis resulting in ambulances being called out to deal with non life-threatening issues. Is this acceptable or, do you think that people should be fined to use this service for non life-threatening conditions.".
