Should banks and building societies pay compensation if their ATM's do not work?

The above question was asked to the It-Your-Vote community.

We provided additional information for the question which was:

"An automated teller machine (ATM) is an electronic banking outlet that allows customers to complete basic transactions without the aid of a branch representative or teller. Anyone with a credit card or debit card can access most ATMs. People have been left cash-less and cut-off from using ATM machines because of computer failures. Should the banks and building societies be made to pay these charges if it is proven to be their fault. Or, do you think it is just one of those things we have to accept as things 'break' and happen beyond our control.".
