Is it right that a self-funded Pensioner pays more to a care home than one paid for by the council?

The above question was asked to the It-Your-Vote community.

We provided additional information for the question which was:

"Pensioners who are self funding their care in private care homes are paying a considerable amount more for accommodation in a care home. Whereas a Pensioner who has lived in a council owned property has their care funded by the council and can be charged a considerable amount less by the care home. Should Pensioners who are funding their own care be paying the same amount as the council. Or, do you think they should pay more.".
