Should GCSE's have coursework rather than one exam at the end?

"Students studying GCSE's currently sit GCSE examinations at the end of year 11. Should they be able to submit coursework towards their GCSE's during their study in year 10 and 11. Or is a final exam with no coursework the correct way to go because resits are available for people getting low grades in English/Maths.".
